Paying employees in Virginia
When hiring employees in new states, you will need to register for relevant state tax accounts to facilitate their payment. In Virginia, you must be registered with the Virginia Department of Taxation (TAX) and the Virginia Employment Commission (VEC).

Your Virginia Accounts and Rate Info
In Virginia, you can register for both a withholding and unemployment tax account online through the VA Tax Online Services for Businesses website. If you have questions about the registration process, or questions about your unemployment rate, call the agency at (804) 786-7159.
Find This Information
Locate your Virginia Tax Account Number:
- Reference a previously filed state tax return (Form VA-5) to retrieve your account number.
- Call the agency at (804) 367-8037
Locate your Employment Commission Account Number and Tax Rate:
- Your VEC Account Number can be found on notices from the VA Employment Commission. Your VA Employer Tax Rate will be shown in the Tax Rate box on the State Unemployment Insurance (SUI) notice you receive from the VA Employment Commission.

Entering State Tax Info in Justworks Payroll
Once you registered with the State and have a valid VA address added to your company’s offices, you can add your account info in Justworks Payroll by navigating to:
- Company > Settings in the left navigation bar
- Under ‘Company tax info’ click into “Virginia” to edit the state tax information
In your Justworks Payroll account, you’ll want to enter your VA Tax Account Number and your VA Employment Commission Account number and Employer Tax Rate.
Third-party admin access
As your payroll provider, Justworks Payroll will utilize the provided account information to manage and report your VA tax liabilities. Occasionally, the state may issue notices related to payroll taxes.
Justworks Payroll can examine these notices if granted Third-party admin access to your VA state tax account. During onboarding, we will request that you sign state specific TPA forms, which authorizes us to handle and report your taxes to the state.
Why is this important?
Justworks Payroll calculates tax liabilities as part of payroll processing. If we cannot access your VA state tax accounts, we must return any unremitted tax liabilities to your company bank account, requiring you to remit and file your company’s state taxes manually.
