Ohio is what's referred to as a client-reporting state for unemployment insurance. Justworks needs your company’s information to report unemployment taxes under your unemployment account.
In order to report, please send Justworks the following:
- Your Ohio Unemployment account number
- Your Unemployment tax rate
- Confirmation of granting Justworks Third Party Administrator (TPA) access to your Ohio Unemployment Account
- Your Ohio Bureau of Workers Compensation (BWC) account information
- Confirmation of your closed Ohio State withholding account (if you previously had one open)
How do I open an Ohio Unemployment account?
If you don't yet have an Ohio Unemployment Account, please create one HERE and follow the steps below:

Click "Register Now" on the left hand side

Click "Employer Registration"

Register your business

Notify Justworks of the Account Number and your current Unemployment Tax Rate for Ohio

How do I Grant Justworks Third Party Administrator (TPA) access?
To grant Justworks Third Party Administrator (TPA) access to your Ohio Unemployment Account, please follow the steps below:

Sign into your Employer Resource Information Center account.

Navigate to the "Manage My Account" tab.

In the Navigation Menu on the left, click "Correspondence and Third Parties".

Click "Manage Service Functions".

Select the Tax: 'Select All'

Click "Manage Association" in the bottom right corner.

Click "TPA Search".

Use the company name Justworks Employment Group LLC and our account number 6000009740, then click "Search".

Once you’ve located our company, click "Submit"
Note: Use your current mailing address from the dropdown menu under the “Current Selection” section. This will route all mail correspondence to your business address.
- You will see a screen that has a list of Service Functions. Please click "Select All"
How do I create a BWC account?
Ohio is a Monopolistic State for Workers' Compensation Insurance which means the state only allows workers comp coverage through the Bureau of Workers Compensation (BWC).
You can apply for workers’ comp through the BWC website. There is a $120 application fee, as well as an amount due based upon your estimated Ohio payroll.
As soon as you hire your first employee in Ohio, our team will reach out with instructions how to notify the state of your relationship with Justworks.
How do we close our withholding account?
To close your withholding account, mark the normal quarterly return, IT 941, as your final return by selecting “Yes” for "Cancel Withholding Account" (electronic filing through Ohio Business Gateway).
