Paying employees in Nebraska
When hiring employees in new states, you will need to register for relevant state tax accounts to facilitate their payment. In Nebraska, you must be registered with the Nebraska Department of Revenue (DOR) ( income tax withholding) and the Nebraska Department of Labor (DOL) (unemployment tax).

Nebraska Accounts Registration and Rate Info
Registering for a Withholding Tax Account:
You may register online or by mail, however it is recommended that you register online as this is the quickest option.
To register online, visit the NE DOR website, where you’ll also find a video tutorial to guide you through the process.
If you choose to register by mail, download and complete the form, then select one of the following submission options:
- Mail: Nebraska Department of Revenue, PO Box 98903, Lincoln, NE 68509-8903
- Fax: (402) 471-5927, attn: NE Department of Revenue
When registering online, you’ll receive your account ID number on the same day. If you opt to register by mail, it will take approximately 2 weeks.
Registering for an Unemployment Tax Account:
To begin, go to the NEworks website and navigate to the "Employers" section. Select "Unemployment Insurance" and then click on "Unemployment Tax Application." From there:
- Select "Direct representative of your Organization" and click "Next."
- Choose "Unemployment Tax and Benefit Services" and proceed with "Continue Registration."
- Complete the remainder of the application, following the DOL’s guide as needed.
After registering online, you should receive your unemployment employer account number and tax rate within seven days. If you have questions about registration, you can reach the DOL at (402) 471-9000.
Already Registered? Locate This Information
Locate Your Nebraska ID Number (Withholding Account Number):
If you've previously processed payroll in Nebraska or are already registered for Nebraska Withholding (income) tax, you can locate your Nebraska ID Number by:
- Reviewing the "Monthly Withholding Deposit (Form 501N)" or any other correspondence from the Nebraska Department of Revenue.
- Contacting the department at (800) 742-7474.
Locate Your Unemployment Account Number (UI Employer Account Number or Insurance Tax Account Number):
If you’ve previously processed payroll in Nebraska, your Insurance Tax Account Number can be found on your "Combined Tax Report (Form UI 11T)" or other correspondence from the Nebraska Department of Labor.
You can locate your Unemployment Tax Rate (Nebraska Combined Tax Rate) by:
- Reviewing the "Notice of Combined Tax Rate" from the Nebraska Department of Labor.
- Contacting the department at (402) 471-9000.
Entering State Tax Info in Justworks Payroll
Once you registered with the State and have a valid NE address added to your company’s offices, you can add your account info in Justworks Payroll by navigating to:
- Company > Settings in the left navigation bar
- Under ‘Company tax info’ click into “Nebraska” to edit the state tax information
In your Justworks Payroll account, you’ll want to enter your Nebraska ID Number, Unemployment Account Number and Tax Rate.
Third-party admin access
As your payroll provider, Justworks Payroll will utilize the provided account information to manage and report your NE tax liabilities. Occasionally, the state may issue notices related to payroll taxes.
Justworks Payroll can examine these notices if granted Third-party admin access to your NE state tax account. During onboarding, we will request that you sign state specific TPA forms, which authorizes us to handle and report your taxes to the state.
Why is this important?
Justworks Payroll calculates tax liabilities as part of payroll processing. If we cannot access your NE state tax accounts, we must return any unremitted tax liabilities to your company bank account, requiring you to remit and file your company’s state taxes manually.
