Wholesale Billing means that Justworks bills your firm directly for your clients’ Justworks Payroll fees. This setup allows you to bundle payroll costs into your firm’s existing service fees, provide clients with a streamlined billing experience, and unlock greater profit potential for your firm.
How Wholesale Billing Works
To activate Wholesale Billing, a firm member with Edit Firm Settings permission needs to navigate to Firm > Firm Info, find the Billing Information tile, and then click Add billing info to get started.
Agreement & Authorization
After clicking Add billing info, you’ll be asked to:
- Confirm that Justworks is authorized to debit your firm’s bank account
- Accept the reseller agreement with Justworks
Bank Account Setup
You’ll be prompted to securely connect your firm’s bank account using Plaid.
Note: Manual bank verification (like penny tests) is not available. Plaid is required.
Choosing How Clients Are Billed
You can select how each of your clients is billed — either directly by Justworks or through your firm — for both new and existing clients.
New Payroll Clients
To add new Payroll clients, the process will look like this:
- After selecting Add New Client, you'll see a Billing step at the end.
- Choose whether Justworks or your firm should be billed for that client’s payroll.
Existing Payroll Clients
To switch billing preferences for a client already using Justworks Payroll:
- Go to Firm > Manage all clients
- Select the client
- Click Billing & Plan > Edit
- Change the billing preference to Bill the firm
When Do Billing Changes Take Effect?
Billing changes take effect starting with the next monthly invoice, based on when the update is made:

Pricing & Discounts
Standard Pricing (Wholesale Billing)
Firms that opt in to Wholesale Billing will be billed at the standard Justworks Payroll rates:
- $50/month base fee per client
- $8/month per employee or contractor (PEPM)
